The knob turns. It is empty. Is is a Stop Fire Inc brass fire extinguisher. The pressure or fullness indicator has the "Stop Fire Inc" logo and Brooklyn, NY on it.
The red strap is supposed to go over your shoulder according to a manual I found for it.
